Character-window-tab-fix

Please remember to keep info in regards to HOW an addon works, what it SHOULD do in the description and all temporary things(doesn't work now etc.) in the comments.

It fixes the issue of the "Lockout" and "Character" tabs button disappearing from the character window. Furthermore it triggers ".lockout" while opening the Character windows so that your lockout are updated
